The project charter for 2600.1-SD has been given a slight update and needs
final review before submitting it to the PWG Steering Committee. We'd like
to submit it to the SC at the April F2F, so please review this draft and
comment by email or at the IDS F2F meeting.

The only changes in this draft, relative to the February 23 draft that was
discussed at a previous IDS meeting, are:
* Status corrected, from Initial Draft to Interim Draft
