This was just issued today.

I cleaned up the text from the Memorandum I sent out earlier and removed
some of the more gratuitous commentary.

I think the conclusions and action items are a little more straightforward
as well.

Comments are welcome at any time.

This draft should be a more suitable discussion item IETF Orlando and the
upcoming PWG meetings.
