IPP> MOD - Approved clarifications and pending issues posted

I have broken the IPP MOD issues into two files:

1. the agreed clarifications (42 issues resolved):

I've made the NLO issues be issues 1.46 (NLO 2 of 4), 1.47 (NLO 3 of 4), and
1.48 (NLO 4 of 4).
I've included the vote and Bob's fallback proposal in 1.47 and 1.48.  I've
also added issue 1.51 on redundant job-level NLO in Get-Jobs and issue 1.52
about whether attributes-natural-language can occur twice in a Get-Jobs
response with job-level NLO.  So here is one document where you can find all
the information on the NLO issues.
