We dont even have an agreed proposal for IPP: , let alone a draft spec - so
how can we bake it off?

Paul,

We are still working on getting the IPP URL Scheme into IPP/1.1, aka IPP/NV,
which is IPP/1.0 on the standards track. From an IETF perspective, we have
not
yet delivered on our original charter.
