After some back-and-forth testing with Ira, I finally have a version of ipptool that works on multiple versions of Windows. The October 7 (20111007) version has been posted for Windows (the other platforms are unchanged) at:
http://www.cups.org/software.php
The new download is a standard Microsoft installer package, compatible with system and user installs.
