A new draft has been posted. Somehow between draft 17 and draft 18 the Scan capabilities had been replaced by raster formats. That's what I get for adding a couple raster formats and trying to make sure they were consistent between protocols. This has been corrected, and is the ONLY thing changed between draft 19 and 20. The new draft is here:
