Hi Pete,

Fine - we'll leave out explicit operations to enter Testing state.

Looking back at my own notes from WIMS (and the state diagram
and state tables in Scan Service), the Testing state should only
be entered *from* Down (fully Offline).  So, ShutdownService could
have a vendor-defined parameter to go to Down and then Testing.

I do NOT think we should delete the Testing state as part of the
Offline phase - it appears too often in definitions of Service state
in other public standards.
