PDM> Projector&Display Mgt WG: new docs in wd area of FTP

Posted a couple draft docs:

1.  The PWG-published MIB doc for the Counter MIB, with the title
changed.  This is informative just for the outline and the styles and
contents of the various sections that we need to replace.

2.  A very, very brief first draft of a couple of the sections to be
added to doc #1 above.
