A new draft of the MIB doc is on the FTP site:

It now contains sections on terminology, conformance, power states, and
the availability of management data in reduced power states. These are
sizable additions of new material. Please take time to review and
comment on them.
You will find, in particular, that there is, finally, I think, a
consistent philosophy surrounding the availability of data in powersave
and standby states. The result, I'm sorry to report, differs from what
we have written in the abstract XML files, so that some repairs will ne
necessary. Please read these sections so we can discuss them in detail.
