I've just posted a new proposal (look closely at new and renamed
properties, please) at:

Notes:
(1) This version supports Power Meters based on *either* software
estimation or actual measurement (see PowerUsageIsActual
boolean).
(2) This version supports distinguishing the power units being used
(see PowerUsageIsRMSWatts boolean).
(3) This version supports *both" current and peak watts gauges (see
PowerCurrentWatts and PowerPeakWatts) and uses peak watts
since last system reboot (not lifetime), per WIMS WG discussion.
(4) This version supports *both* current and previous month meters
(see PowerCurrentMonthKWH and PowerPreviousMonthKWH).
