Greg, I'd like time to consider the work I've done in a merged draft. It
reflects work from Maui, some outside brainstorming efforts and reorganization
to present the subjects in an orderly fashion.
I just posted it to the reflector (I hope it's small enough to pass the
guard...) and I also copied you directly for posting to the PWG web page.
