[IPP] IPP Last Call of IPP Get-User-Printer-Attributes Registration (Ends 10pm December 1, 2017)

Hi Paul,

Several comments:

1) The IANA section was NOT missing in the template.
2) The PWG Process for IPP Registrations is work-in-progress in SC.
3) This is a WG last call, NOT a PWG last call.
4) Stop, revise, and restart is a slippery slope that does not have any
existing PWG Process 3.0 sanction for WG last call.

Cheers,
- Ira
