[IDS] Suggest dropping log and authentication health attributes

Hi,

After an offline thread with Steve Hanna and Paul Sangster (both of
TCG TNC and IETF NEA working groups), I suggest that we DROP
the security log URI/enabled and authentication service URI as PWG
Health Attributes.

Rationale:
- No 'syslog:' URI scheme is defined
  - Eliot Lear (Cisco) wrote an I-D in 2007, but doesn't have bandwidth
    to continue this work

- Only 'aaa:' URI scheme (presently for DIAMETER) is defined
  - Paul Sangster suggests it could be extended to RADIUS and TACACS+

- No general IETF authentication service URI is defined
  - Paul Sangster suggests it's an impossible problem (too broad)

Bottom Line:  Joe - don't open up PWG Health Attributes spec in order
to add these new attributes.
