	*** I think this can be fixed with an X-header or somesuch,
indicating the sender's time.  However, I don't know how we solve that for
IPP or other transports.  But the idea would be to pass 
	forward the sender's time...and the receiver uses that for the
watermark, just like legacy fax does today.
