IFX> UIF Spec has been updated: 'uif-spec-06'

I've updated the UIF spec to contain modifications made from the June 29
telecon as well as suggestions made by Lloyd McIntyre who co-authored the
TIFF-FX spec. Please review it, as we will be discussing remaining issues at
the IPP-FAX meeting in Toronto next week (Wed, Aug 1). In particular, there
are three major outstanding issues that need to be addressed (see section
8.1)
