The 'tel' means the IPPFAX Receiver converts the text to voice according to
the "document-natural-language", if supplied, or the
"attributes-natural-language", which MUST be supplied and dials the number
and sends the audio.

There is the text from the IPPFAX document, which needs improvement:

Standard URI scheme values include:
	'none':  No off ramps are supported; MUST NOT be used with other
values
	'mailto':  The Receiver attaches the document to a mail note and
mails it to the destination URI
	'tel':  The Receiver dials the numbers and forwards the job
	'fax':  The Receiver sends the document to the indicated FAX phone
number.

ISSUE 29:  What does the 'tel' scheme do for IPPFAX?

I suggest that the 'tel' line be replaced with:


	'tel':  The Receiver converts the text to voice in the natural
language identified by (1) the "document-natural-language" operation
attribute, if supplied by the Sender, otherwise (2) by the
"attributes-natural-language" operation attribute which the Sender MUST
supply,  dials the number specified by the 'tel' URL, and sends the audio.
