The advantage to having NPRO as an operation attribute was that it
allowed combining some actions.  We can do Space-Printer while the
printer is stopped, paused, or running.  If running, doing an NPRO in
combination with spacing makes it easier to see exactly where the
spacing took place.  With NPRO as a separate operation, you'd have to
first Pause-Printer, then NPRO-Printer, then Space-Printer, then
Resume-Printer, in order to get the same effect.  This doesn't seem to
be a big deal, but I wanted to explain why we proposed NPRO as an
operation attribute to begin with.
