version reviewed at the Denver IPP WG meeting, 9/22/99, that Henrik made.

Here is the change history:

Changes from 990914 to 990927
1.	Add comments about this document is also IPP/1.0 relevant.
2.	Section 4.1.3: Add more examples of URI's with the port 631 and the
ipp scheme.
3.	Section 4.4.3: Move the DNS stuff to the 'how to compare URI's.
4.	Section 4.4.3.2: Swap lines, first tell about the forgiven printer
and then what the printer is allowed to do.

I'm still making the plain text version with the ascii tables that will be
the INTERNET-DRAFT for IPP WG Last Call.
