Changes in this revision:

• Removed discussion of defaults from members of the "finishings-col" Job Template attribute members, but added description of the intended Printer behavior when only a "finishing-template" is supplied, and when other members are supplied with or without a "finishing-template" member
• Removed "A Client MUST" for all Job Template attributes (we don't make these statements in IPP).
• Updated attribute descriptions to use the langauge conventions in the wd-template-20210315.docx draft
• Removed the "Jog" and "Jog Offset" use case / feature, and deprecated the 'jog-offset' enum for "finishings"
