[IPP] IPP Registration Request for Addition: New 'marker-supply-failure' keyword for the "printer-state-reasons" attribute

Hi Mike,

I posted this registration on 2023-06-01 after our IPP WG meeting. I think it just needs approval and then it is an "email registration".
