MFD> Updated Resource Service Specification for Teleconference next Thursday

Dear All,

I have updated the Resource Service with resolution we discussed in 
yesterday's teleconference. 

The version without revision marks is available as:

We will prepare the version updated from the next Thursday's telecnference 
as the Last Call specification to be reviewed in the Feb. face-to-face 
meeting.
