WIMS> FW: port-number: pwgwims (Assigned-4951)

Hi folks,

IANA has just assigned the standard port number for WIMS over HTTP/1.1
(with or without SOAP envelopes).

Bill - the IANA-assigned _registered_ port should go into the spec:

(1) Section 5.2 'Associated Port':

	Change:
	"well-known port 80 for HTTP/1.1 [RFC2616], as"
    -->
	"registered port 4951 for WIMS over HTTP/1.1 [RFC2616], as"

(2) Section 5.5 'Syntax' (same change):

	Change:
	"well-known port 80 for HTTP/1.1 [RFC2616], as"
    -->
	"registered port 4951 for WIMS over HTTP/1.1 [RFC2616], as"

Note that this port does NOT apply to WIMS over Email (with or 
without SOAP envelopes), where the resolution rules for 'mailto:' 
URI apply (i.e., use the underlying SMTP, IMAP, or POP port).
