I've just posted an initial draft of an abstract PWG Power
Management Model, based on my sketch of a month ago:

All intended sections are present. Almost all are complete.
Still needed are: more use cases, some design requirements,
and some IANA considerations work (see my "Editor's Note"
comments in yellow highlight).
Some element names have been changed and made more
consistent across the element groups. A few new elements
have been added. All KEY elements have been identified.
