I certainly agree with this. Its part of noting that this is clearly a
global service for general use by the public..

Which brings up another point.. we all know that no Proposed Standard can
move forward without security considerations .. but should we in our
charter, goals and design criterion attempt to see how we can deal with
potential spam issues without adding undue complexity?
