Referring to IPP-MOD 980630, the table in section 4.4 (page 88) says
document-format-default is REQUIRED. However, the description of
document-format-supported in section 4.4.19 (page 98) does
not indicate it as being REQUIRED.

We believe that it should be REQUIRED in both cases, and suggest that
this needs fixing in 4.4.19 before the document is finalized.
