This is our current thinking on the matter, based on consultation
with IESG and IAB members, and as such it illustrates the criteria
we expect to use when evaluating future candidates for standardization.
However, as the document says, it's subject to change as we learn more
and get more feedback.

It was prompted by the discussion concerning IPP's use of HTTP .
However, it tries to be general in scope and it's not addressed
specifically to IPP. The main purpose of the document is to expose
these criteria to future efforts to layer protocols over HTTP.
We recognize that it's too late to make major changes to IPP.
