As I understand it, because this draft documents current practice
which is intended to be deprecated -- in favor of an upgrade mechanism
in HTTP (Rohit's draft) this draft should be Informational. As I
recall, the suggestion of having draft-ietf-tls-https-02.txt go to BCP
was brought up at LA and Keith Moore was against it because he didn't
consider it good practice (likely for the reasons in the draft you
cite).

Keith, if I've misrepresented your position, I'm sorry. Perhaps
you'd like to jump in here.
