Is natural language considered when comparing 'name' attributes (e.g., "job-originating-user-name", "media", "job-hold-until-supported")? [Assertion: ALL 'text' and 'name' attributes have an associated natural language, either explicitly or implicitly.]

If so, how strict is the comparison? Does "en" match "en-us", for example?
