I think this wording is too strong:

1. The attribute syntax and value of "xxx" supplied by the client MUST be identical to the attribute syntax and value of one of the values of the corresponding Printer's "xxx-supported" attribute.

The document goes on, in 3., to explain how to compare 'nameWithoutLanguage' and 'nameWithLanguage' values, which obviously don't have "identical" attribute syntax.
