I've updated the Operations Set 1 document to indicate that it has been
approved as a PWG extension to IPP/1.0, since it passed PWG Last Call in
November with no comments. So it is officially a PWG Draft Standard.
Following the PWG Process document, I have posted the documents in:

Status of this Memo
This document is an approved Printer Working Group (PWG) DRAFT STANDARD.
The previous version (981023) passed PWG Last Call announced October 23,
1998 and closed November 6, 1998 with no comments.
Abstract
This document specifies six OPTIONAL operations for use with the Internet
Printing Protocol/1.0 (IPP) [ipp-mod, ipp-pro]. The defined Set 1
operations are 3 Job object operations that end-users may perform on their
jobs and operators/administrators may perform on any job:
Hold-Job
Release-Job
Restart-Job
and 3 Printer object operations that operators/administrators may perform on
a Printer object:
Pause-Printer
Resume-Printer
Purge-Jobs
