highest version numbers

This last one is the current state of the draft MIB. It is still
missing a couple groups (Audio and Filter) and a few properties here and
there, and it still needs a couple minor fixups that would prevent
compilation. Otherwise, very close. Please take a look. All review is
extremely welcome!
