Thanks, Raymond. Close but still no cigar just yet.

Yes, I had removed a comment from the middle of the DefaultValue
element, but I missed the closing "-->" string. Fixed. If that's the
only remaining problem, we are in good shape.

I fixed that, and one other minor problem, and reposted the MIB files.
Please try again, and, if it compiles with no errors, break out the
    (cheap) champagne.

New files: in the objects directory, as usual,

    skeleton-final.mib

    skeleton-final-tc.mib

    skeleton-final-mib.mib

    skeleton-final-names-too-long.mib

And repairs to the offending groups.

    Power_v13.xml

    General_v09.xml

PS: Ira, if you can slip me that freely redistributable MIB compiler you
mentioned, I can catch some of these errors before I inflict them on
    others.

I Still see one problem. Below is the output from the compiler.

    SKELET~4.MIB(71) : Warning 21 : Node "pwg" with OID "1.3.6.1.4.1.2699"
    created

    SKELET~4.MIB(71) : Warning 21 : Node "mibs" with OID
    "1.3.6.1.4.1.2699.1" created

    SKELET~4.MIB(516) : Error 19 : Missing "}"

    SKELET~4.MIB(516) : Error 20 : Expected "::=" but found "{"

     516 source lines.

     2 error(s), 4 warning(s)

     Compilation failed.

     Done.

The DEFVAL in pdmPowerTargetState is malformed. It looks like it could
not figure out part of the XML source.

    All in ftp://ftp.pwg.org/pub/pwg/pdm/objects/
    <ftp://ftp.pwg.org/pub/pwg/pdm/objects/>

Groups with corrections and name changes.:
    DisplaySet_v14.xml formerly DisplaySetting
    Alert_v05.xml
    Power_v12.xml formerly PwrSt
    Button_v07.xml
    Fan_V10.xml previously misnamed

Please note, again, that the filename, group name, and table name, if
    any, must all match.

New MIB draft, individual MIBs, long name warnings::
    skeleton-final.mib
    skeleton-final-tc.mib
    skeleton-final-mib.mib
    skeleton-final-names-too-long.mib

And ZIP archives of the whole mess
    xsl-mib-translate-20071120.zip
    xsl-mib-fragments-20071120.zip

This should fix many of the problems inhibiting compiling, but maybe not
quite all. Please try it and let me know the results.

    Have a good Thanksgiving holiday.
