If you go by how hard it is to register a new alert enums you might think
the alert table is for first class passenger's only ;-).

I don't feel there should be any restrictions. The bias should be toward
recipients that can accommodate the most active (operational and
informational) alert tables -- and generators which are free to implement
the bare minimum in terms of critical alerts if so constrained.
