Job Monitoring Spec mandatory/conditional mandatory objects

When saying that we have whittled down the list of objects/attributes to
a total of 31 for the Job Monitoring MIB, I forgot to reduce the numbers
further, by the number of conditionally mandatory objects/attributes.

Those objects are required only if an implementation has spooling or has
a date/time clock.

The object/attributes are divided into the following categories:

3. Job Status and Accounting (S) - 11 3 14

22 9 31

for a total of 22 mandatory objects/attributes and 9 conditionally mandatory
objects/attributes.

We may even want to make all of the job parameters conditionally mandatory
which would bring us down to an even 20 mandatory objects. Such a small
number should make a lot of people happy in the PWG JMP.
