It applies to _all_ editors listed on the cover page.
Contributors are not covered, but _are_ subject to the
same IETF IPR provisions of RFC 3667/3668. Which means
that contributors are _personally_ responsible not to
contribute anything that has applicable IPR without
declaring it at the time of their initial contribution.

(bit odd because only the first person form seems to be allowed)
