Change log from latest Counter Spec update:
1. Reworded first sentence at intro to include role of Counters in
production systems.
2. Updated figs 4/5 with arrows and better graphics to show
aggregation concept.
3. Updated captions for figs 4/5
4. Reword sentence after fig 4
5. Changed Unknown to Other throughout
6. Removed inaccurate reference to Other as not part of the formal
model (in paragraph following fig 4).
7. Clarified Modes vs States in Section 2, definitions.
8. Updated and aligned definitions in Section 2.2 with use of terms
