WIMS> Energy consumption directives in Europe

    There is an "EuP Directive" (for Energy Using Products) in Europe, but
    the details are a little stealth.

    The EuP Directive work seems to be concentrated largely on consumer
    appliances and public and consumer lighting, the low-hanging fruit.
    Office equipment, specifically computers and "imaging devices" are
    slightly further down on the list.

    I could not find the technical attachments to the directives that
    specify watts, so here are a pile of news and official references.
