Ira,

Thank you for the explanation.  I believe that I now understand the
situation.  I did not realize that the MIB objects do not have to be under
the MODULE-IDENTITY arc.

I will make this number 9999 and add a note indicating that a proper
number will be included when the I-D is published as an RFC.
