IFX> New sample PDF/is document is now available.

As some of you may have noticed, the sample PDF/is document that is referred to
in the PDF/is specification has not been available.  That has now been
rectified.  A new PDF/is 0.60 version compliant sample PDF is now available at:
 
<ftp://pwg.org/pub/pwg/QUALDOCS/SamplePDFax/base-03.pdf>
 
This sample file is also referenced from Section 12 of the PDF/is spec.
