The person name is only useful for personal devices, but there the organization can be the same as the person's full name, e.g., "John Doe".

So I think the correct action here is to require printer-organization in IPP FaxOut, and document its usage. The rest of the device/service elements can be addressed later, perhaps as part of the System Control Service and/or IPP Multifunction specs.
