Here's the relevant paragraph from PWG Process/2.0 Errata (page 9):
"An additional requirement on the length of the Last Call has been added.
If less than 30 percent of the PWG membership have commented,
participated, or communicated that they have no comments for a given
document during Last Call, the Last Call period is automatically extended
until that threshold is met."
Based on the current 2008 PWG membership, I think this works out
to either 8 or 9 (based on rounding approach).
