WBMM> Usage Counter Table changes from 1/28/04

The changes have been made to the usage counters table per our last WBMM
meeting.  The summary of the changes is below.  The pdf version containing
revision marks is available at

Changes from v0.08 to v0.10: 
	1.	Separated inbound and outbound email (e.g. EmailOutKOctets)
	2.	Changed units of inbound and outbound email from images to
KOctets (e.g. EmailOutKOctets)
	3.	Added impression count for printed inbound email (e.g.
EmailInImpressions)
	4.	Removed FileOutImages and FileInImages (See next item)
	5.	Added TotalLocalFileKOctets and TotalNetworkFileKOctets
which includes any source
	6.	Added ScanToFileImage counters (B&W, color, total) without
network/local differentiation
	7.	Kept scan counter semantics but changed name to TotalScanXxx
(e.g. TotalScanImages)
	8.	Sorted based on new names
