Since this is such a touchy issue, please try to be careful
about terminology. "utf-8" is a "charset", but it isn't a
"coded character set".

You could say instead that it needs the selection of the
proper font to look right to readers.

MIME uses "content-language" to describe the language of a
particular piece of media, independent of the media type.

Alternatively, you could send "text/html" and use the LANG tags
within it.
