The URL on the first page is:

ftp://ftp.pwg.org/pub/pwg/candidates/cs-ippprodprintext10-20101030-5100.11.pdf

but it should be:

http://ftp.pwg.org/pub/pwg/candidates/cs-ippjobprinterext10-20101030-5100.11.pdf

The problem isn't the scheme - it is the file name itself.
