I have posted a new JPS3 draft at:

Mostly I just filled in empty sections, but there are some conformance requirements changes and new attributes (first-media-key, job-preferred-attributes-supported, limit-operations-supported, printer-supply, printer-supply-description, printer-supply-info-uri) based on our discussions at the last conference call.
