[IPP] Yet another incremental update to IPP Enterprise Printing Extensions v1.0 (EPX)

Greetings,

In the process of updating JPS3v2.0 following its last review, some portions of the old JPS3 were to be moved over to IPPEPX. This incremental update includes those additions so they aren't lost, and also fixes a number of editorial issues and fills out the description for the "Authenticated Release Feature".

I believe we may get to reviewing this in two weeks time. The "-rev" are still produced by comparing with the earlier June 14 revision.
