Hi Smith,

Thanks for uploading the correct clean draft to the FTP site.

Attached is your latest "-rev" MS Word version with all of the necessary
IETF RFC references added
(or corrected) and the US NIST FIPS references added.  I also added a few
informative MS Word
comments for your use (please read them).  I updated the Normative and
Informative References
sections accordingly.
