[IPP] printer-dns-sd-name: CUPS vs PWG-5100.13 and IPP registrations

Hi!

The "printer-dns-sd-name" attribute is defined in the PWG-5100.13 and 
IPP registrations as name(63). However, CUPS extends this definition to 
support name(63) | no-value.

It appears the specification may need to be updated to reflect the 
actual usage of this attribute.
