    I was hoping for a simple, free license that I could easily point at. I do
    not think that the leader of the UPDF group would be opposed to requiring
    that the files use the license in order to comply with the UPDF
    specification. We should also place some education in the UPDF
    manuals/specs as for the need of a properly free license.
