I complete concur with Harry and Ira on this matter.

The topic of "a show of hands" has repeatedly arisen on
various PWG mailing lists over the last year or so, usually
on the PMP DL.

The PWG learned a long time ago that a "positive vote" mechanism
doesn't usually work very well.  That is, asking for a public
show of hands in support of a proposal doesn't get the kind of
real opinions out on the table.

Instead, a sort of "negative vote" has been found to work much,
much better.  That is, the chairperson would publish a message
on the corresponding DL declaring something like:

  "If I do not hear any substantial opposition to this proposal
   by such-and-such a date, the proposal will be approved as
   submitted."

Or something to that effect, anyway.

Quite frankly, the idea of the PMP group declining acceptance
of the chIPP proposal is, well...embarassing, don't you think?

The chIPP channel proposal should be adopted immediately, with
no further discussion, IMHO.
